We had this same issue and after removing the -jc switches from the domino Service in the Windows registry we could start the domino server, but then found the following lines reported in log.nsf (which accounts for the java related scontoller and jconsole errors reported in Windows Events Viewer).
JVM: The JVM runtime library could not be found.
JVM: Java Virtual Machine failed to start
It seemed some JVM files were not updated or were missing from the install so we ran the 8.5.3 install again and restarted the Windows OS and all was well again. The second install went OK and Domino came up OK, so we shut it back down and found it could then be started as usual under the Controller and Jconsole once we added the -jc switch back to the Domino Service in the Registry.

Grant
